Below are various documents and treateases on those documents that are central to how the Camarilla operates, and how they view those outside of the organization, as well as other important documents of importance to Kindred.


Following the success of the Lasombra and Tzimisce clans in diablerizing their own clan founders, anarchs revolted all over Europe. Elders were hunted and killed in considerable numbers, often dragging several anarchs with them, diminishing the Cainite population of Europe. As the Anarch Revolt, as it came to be called, entered its most active phase, it dawned on Kindred that they had gone too far. The Kine, seeing the strife and terror among them, discovered the existence of monsters! Humankind turned, in desperation, to Rome, begging the pope to turn the Inquisition towards searching out, and destroying this evil.

This had even more dire effects on the Cainite population than the anarch-elder wars had, as vampires now had to fear the fires of the Inquisition as well as each other. Finally, a group of powerful vampires, the feared Ventrue Hardestadt among them, claimed they had found a way to end the madness of the anarch Revolt. This written proposal, the Convention of Thorns, promised to restore order and sanctity to the race of Cainites.

Of course, this accord offered little in the way of remedying the situation that triggered the Revolt in the first place; it simply represented a way to return to how it was before, but now under the guise of an organization going by the name of the 'Camarilla'. The anarchs and the Assamites had no choice however, as they were trapped between the Inquisition and the much shrewder and more powerful elders. So the anarchs agreed to the Convention of Thorns and returned heads hung low. And so the Camarilla was born.

Many years have passed since the start of our current conflict now called the Anarch Movement. Be it known that on this night of 23 October, 1493, the Jyhad has ended. The time for self-destruction is over.

This Concordat, bound in the Covenant of Caine by sacred vow, represents an unyielding vigilant truce between the Kindred known unto themselves as Anarchs, the Clan Assamite and the free-standing Kindred bound under the title of Camarilla. Henceforth, the parties shall be recognized by faction as the Anarchs, the Assamites and the Camarilla.

Each of the parties agrees to the responsibility of maintaining peace. Each shall lay its censures upon any who breach or oppose this sacred Agreement. Accounting will be made of all parties for violations by them to either the letter or spirit of this Agreement. This document is legally binding under the accepted Lextalionis of all Cainites as it has passed through the ages. All Kindred are entreated to accept and gain pleasure from this peaceful accord.

Be it known that the Anarchs will enjoin with the Camarilla as an accepted part, making it whole. Anarchs are expected to work peacefully to achieve their own ends. They must become defenders of all and they shall receive full entitlement to all rights and privileges belonging to all Camarilla Kindred. All Anarchs shall be accepted back unto their elders and their formerly denounced clans without any fear of reprisal. Only the most vicious of atrocities shall not be forgiven. These shall stand written for the Justicars to hear within one year after which all allegations are no longer valid. All Anarchs shall reclaim all remaining and rightful property confiscated from them. In return, they must turn over any war gains taken during the conflict by giving them to their sires or any recognized clan elder.

Know also that if the Anarchs are further warred upon, this open jyhad invalidates their responsibility to maintain peace with their attacker. They may act freely without fear of reprisal from any nonactive members of the Camarilla. Anarchs are guaranteed the freedom to act as they please short of breaching the “Masquerade” imposed for the protection of all Kindred from the kine.

It is also noted that any member of any other self-proclaimed sect must openly declare this before his elders and renounce this relation. Failure to do so will result in the destruction of any deemed guilty. No Kindred may be sent knowingly to his death by an elder or sire unless the security of clan or Camarilla outweighs the possible loss of unlife.

From this night forward, the Assamites shall henceforth no longer commit diablerie upon members of other clans. The Assamites must commit themselves to this acceptance by a mark of assurance placed upon them in the form of a thaumaturgical limitation. All members of the Assamites shall become unable to drink freely of the vitae of other Kindred from now unto forever. In addition, the Assamites shall pay the Brujah elders of Spain two thousand pounds of gold in ransom of the five Assamite elders captured committing diablerie. Also, the Assamites may no longer participate in Blood Hunts.

Be it also known the Assamites are guaranteed complete independence from Camarilla demands. The Assamite fortress, Alamut, shall be free from any further assaults. Assamites are also granted, out of respect for their beliefs, the freedom to commit diablerie upon all Kindred not recognized as holding membership within the Camarilla.

It is rendered that all parties involved and all showing allegiance to any of these parties shall be held responsible for all aspects of this Convention brought forth here, in the neutral kingdom of England, outside the hamlet of Thorn, near the town of Silchester. May Caine hold truth and peace for us all.


The Edict of Barbs' was issued on the final night of the Conclave of Portland (October 1999), by the three Justicars of the Americas (van der Voort of the Brujah, Mathias of the Toreador and Magestratum of the Tremere). It was brought about in response to several lines of debate argued by several leading Anarchs when engaged in debate with members of the Camarilla. This is the Justicars' answer to the Anarchs. The Words of Their Graces

The Justicars uphold the Traditions above all things. The Second Tradition clearly states- 'Thy Domain is Thine own Concern- NONE may question thee in Thine Own Domain'. The Justicars are Judges of all; they recognise no 'Sect'- they are of the Camarilla as that is, in their opinion, the only Sect that does exist. If a Kindred places themselves in another 'Sect' it matters not to them- they shall enforce the sacred Traditions fully.

It is clear that several 'Anarchs' hold territory and Domain over many lands- the Justicars recognise that while these Kindred do not use the language of the Camarilla and do not refer to themselves as Princes or claim to hold Praxis, this is what they do. So be it. The Justicars shall enforce the Second tradition in regard to their lands. With this in mind the following judgment is made:

Henceforth, no Camarilla Kindred may subvert by word or deed, action or propaganda any territory that belongs to those calling themselves 'Anarchs'. Any who do may be punished by the holders of that Domain within the criteria of the Second Tradition.

This being said, no 'Anarch' may subvert by word or deed, action or propaganda any territory that is held in good standing and is claimed by any Kindred loyal to the Camarilla. Any who do may be punished by those holding Praxis of said Domain within the criteria of the Second Tradition.

What this means for Anarchs and Camarilla Vampires (Available to anyone with Anarch Lore x1)

Advantages for Camarilla Kindred

This Edict will allow ANY Prince place a Blood hunt upon any Anarch they feel is undermining their authority- it's brief is a large one ('word or deed, action or propaganda'- which translates as saying the wrong thing, doing the wrong thing, getting actively involved in subverting the Praxis and EVEN using Anarch rhetoric). In any of these cases a Blood hunt may be called. This Edict VERY clearly sets the status quo to rights; it clearly places power into the hands of those who hold Domain; by enforcing the Second Tradition like this the Justicars are reminding the Princes that the Princes hold the true power; the Justicars are the Judges of all; as long as a Prince upholds the Traditions, they should feel free to rule.

Disadvantages for Camarilla Kindred

This Edict has the backdoor effect of legitimizing the 'Anarch' movement; it places them on an equal footing in the eyes of the Justicars; it prevents Camarilla kindred from dismissing them out of hand. The Edict makes it difficult to 'reclaim' any Anarch territory held on the night the Edict was made (the final night of the Conclave). At the time it was issued ALL Anarch territory became 'theirs'. As the Justicars have based this on the Second Tradition, Camarilla Kindred within those Domains CAN actually attempt to reclaim Anarch Territory, but to do so they have to treat it like a Praxis attempt. They have to be 'accepted' as residents of the territory by the 'holders of praxis' (the Fifth Tradition), and if they do try have to watch out for the Anarchs using the Sixth Tradition, which they can do without fear of reprisal. Understand those not 'accepted' by the Anarchs are outsiders and any Praxis seizure is the same as a bunch of Anarchs riding into a town and taking a Camarilla Domain- illegal. A few enterprising Camarilla Kindred have began adopting the tactics used by Anarchs in this respect.

Advantages for Anarch Kindred

The main advantage is that it allows the Anarchs kill ANY Camarilla Vampire in their territory without having to face a Camarilla retaliation; the deaths will be 'legal' in the eyes of the Justicars. This gives Anarchs a large boost in the way they can operate. This Edict has the backdoor effect of legitimizing the 'Anarch' movement; it places them on an equal footing in the eyes of the Justicars; it prevents Camarilla kindred from dismissing them out of hand. This has been, for some Anarchs, a much sought for victory.

Disadvantages for Anarch Kindred

The toughest thing about the Edict of Barbs is that to accept this, with the victory for them it promises, the Anarchs are accepting the jurisdiction of the Justicars over them. This is a dangerous precedent- on the plus side, it formally says the Justicars shall stand back and allow the Anarchs to live how they want; on the negative side it holds the Anarchs to the Traditions and the possibility that Archons and the Justicars may judge them and that they must accept it.

This Edict also finally buries any and all claims to the Convention of Thorns by the Anarchs; by accepting the Second Tradition as the defining characteristic of the two groups, it invalidates any claim that previously may have existed. This Edict also places Anarchs who do not have territory in a VERY dangerous position; possible solutions should be discovered IC.

Other Implications

Barbs was written to define the relationship between the 'Anarchs' and the Camarilla- but at nowhere does it say clearly that it ONLY applies to the two; the implication here is that it defines the Second Tradition as sacrosanct- which means that as long as they obey the Traditions anyone can claim Praxis; some clever Kindred may argue that this applies to Giovanni, Followers of Set, Assamites etc. However under the Oath it also clearly states that some groups, for example the Sabbat, are to be destroyed- so a very interesting grey area has been established here- by implication anyone can claim Praxis and be allowed to keep it; also by implication the Justicars will support the destruction of many who would try (Sabbat for example). This is a grey area that can be examined through role-play; the Justicars have NOT defined themselves here and as such have free reign to act as they please. Barbs was, like the Oath, issued to the Kindred of North and South America; so far there is no word than ANY other Justicar shall be defined by such things; since the Justicars have long agreed to dividing up area in terms of jurisdiction, this means that the two North American Justicars have complete 'say' over the area- no other Justicar may undermine them; if another Justicar disagrees with them and does not enforce Barbs in their territory it means nothing to them or to Barbs. Barbs is enforced in North and South America. That's it. If Kindred elsewhere come under different rulings it will change NOTHING for those who live on those two continents. No 'appealing to other Justicars' shall work for them.


So here to give you his interpretation of the Treaty of 1528, signed in Venice between the Giovanni and the Seven Founders of the Camarilla, is my one-time consigliere, Mr. Hat. Keep in mind that this is just one interperetation of the treaty, and that there are probably some elders around that have a few things to say about this as well.

Greetings, my Family and other learned Kindred;

Although I agree with Don Giovanni that my Elders may know more than I about this subject, I feel compelled to respond because the thorny issue of Giovanni independence is one that has been often discussed among the Seattle Domains of late. I therefore offer here my avowedly personal views, with no other credentials than an occasional role as advisor to immediate Family members on the Treaty and its implications. In addition, since I am currently instructing my young assistant on the subject of the Treaty, I feel it necessary to show them leadership by pro-actively attempting to clarify any misconceptions that may surround its enforcement, yes?

I invite all interested Kindred to respond to the opinions offered below, for the betterment of relations between our respective Clans, yes?


The Treaty of 1528 was signed at Venice between two respected Elders of impeccable reputation and pedigree: for the Camarilla, Rafael de Corazon, Clan Toreador; and, for the our family, Claudius Giovanni. As is well-known, the Treaty's ratification was subject to a periodic audit by the Camarilla's leadership, to be undertaken every 13 years at Venice, in the Giovanni's absence. Given.

Less well-known are the terms of the Treaty. Opinions vary to the exact content of the original document, which may have been no more than a verbal agreement guaranteed by signature. In any case, I myself have never seen a copy. The best information I have tells that the Treaty guarantees "non-intervention in all Kindred affairs". That single quote is all that the oral tradition has bestowed to I, your humble correspondent.


To the best of my knowledge, "non-intervention in all Kindred affairs" referred, in principle, to neutrality in the struggle between the then-fledgling Camarilla and its enemies, the Sabbat. In 1528, Italy was a cultural beacon to the world, but much of Europe still struggled to shed the last trappings of Dark Age feudality. Many of our Elders, I imagine, must have lived openly as Vampyr even at this late date. Certainly, my homeland of Southern Italy was a hotbed of contention between mortal Princes, ripe for exploitation by unscrupulous Kindred and their dependents. (1526, the Sack of Rome, I believe, by the Spanish?) In any case, the Treaty represented a laudable and, in retrospect, visionary effort to avoid the open warfare which has tarnished the lore surrounding the infancy of certain older, now equally-respected Clans, yes?


As mentioned above, "non-intervention" referred, in principle, to relations between Camarilla and Sabbat. In practice, however, given that the Camarilla has grown stronger and more secure, and - to the best of my knowledge - its Sabbat rivals have begrudgingly adopted the First Tradition, if for no other reason than simple practicality, "non-intervention" has taken on a wider, if looser interpretation.

a) First and foremost of our obligations remains the promise of non-intervention in relations between Camarilla and Sabbat. In this matter, we are neutral, period. This extends to any direct support of either. Doing business with either is not expressly prohibited, provided that one does not show undue predjiduce toward one or the other, by doing such things as providing support to one sect without payment, for example.

b) In the absence of Sabbat competition within a given Domain, "non-intervention" has come to mean a courteous and reciprocal recognition of mutual independence. To wit:

c) While the Giovanni are guests within a Camarilla Domain, duty and common sense compels us to uphold the Six Traditions, and, by therefore, the supremacy of a Prince duly recognized by her Primogen, in most cases.

I should note however that pains should be taken, in situations such as these, to be clear with the Camarilla leadership about one's status within the city, so that business dealings remain unhindered by controlling princes who wish to assume total power over our Family's representatives.

d) The supremacy of the Prince is the font of all Camarilla status, but independence forbids the Giovanni to accept all but the simple acknowledgment that Hospitality requires. There is some debate as to whether we may technically accept formal boons, which are often considered to be dependant on status by their very nature. It may be difficult to, and in some cases against the Treaty to accept or exercise status of any kind in negotiating with our fellows. Reason, alone, and respect, must carry our voice most of the time, yes?

e) Because these agreements are by *mutual* ratification of the Treaty *reciprocal*, it follows that it is poor form for Camarilla Elders, in their turn, to exercise their status unnecessarily when negotiating with the Giovanni. Unlike Malkavians, who, by virtue of that precocious self-awareness which is their special gift, may choose freely to "declare the Emperor to be naked", the Giovanni's reluctance to recognize status stems from a deep and mutual respect of the dignity and independence of all fellow Clans. We ask not for a seat at the table, only a place in the banquet hall.

f) Mutual non-intervention, too, guarantees us the exclusive right to exercise Domain over our own people. Strictly speaking, both the Proxy and Judas Kisses - rights of Progeny and Destruction - are unilaterally within the Family's gift, but it would be a fool indeed who proceeded without an Elder's acquiescence in this regard. Both Traditions were established, we will agree, out of a common sense need to protect the Masquerade and to preserve the potency of the Blood. Why would we Giovanni be so foolish as to argue otherwise?

g) In practice, in recognition of its obligations to Hospitality, few Giovanni would contest the Prince's word in disciplinary matters. But all judgments concerning Giovanni family members spoken by the Prince or her representatives are subject to ultimate ratification of the Family and its own Elders, just as a requests by the Giovanni might be considered by the Primogen Council out of respect and goodwill. Ultimately, if there is a failure to agree, both must part company. I, for one, hope not to see such a situation arise during my tenure in Seattle, since it is to avoid such confrontation that skillful and successful negotiation is so highly prized by our Family.

h) Non-intervention in Kindred affairs does *not* imply non-intervention in affairs with the Kine, however. Our night-to-night dealings with the wider world have created an elaborate and expanding network of influence within mortal society, and any Giovanni who suggested the abdication of this role would be doing both the Family and his Camarilla hosts a disservice. In short, to be somewhat glib, although we have promised not to blow up your car, we may still choose to buy up Tacoma, yes? I hope, Don Giovanni, that these opinions have been able to assist you in your inquiries. In theory, the Giovanni will rigorously assert their rights as often as they are reminded of their obligations by their Camarilla hosts, but in an atmosphere of mutual respect and self-esteem, these small points-of-issue need seldom disturb cordial relations between equals, yes?


The little known code of the Sabbat, the Code of Milan, simply referred to as 'the Code' by the Sabbat, if they refer to it at all is more a set of guidelines than actual rules. 

This is the revised version of the Code of Milan, anno December 21, 1933.

I - The Sabbat shall remain united in its support of the sects Regent. If necessary, a new Regent shall be elected. The Regent shall support relief from tyranny, granting all Sabbat freedom.

II - All Sabbat shall do their best to serve their leaders as long as said leaders serve will of the Regent.

III - All Sabbat shall faithfully observe all the Auctoritas Ritae.

IV - All Sabbat shall keep their word of honour to one another.

V - All Sabbat shall treat their peers fairly and equally, upholding the strength and unity of the Sabbat. If necessary, they shall provide for the needs of their brethren.

VI - All Sabbat must put the good of the sect and the race of Cainites before their own personal needs, despite all costs.

VII - Those who are not honourable under this code will be considered less than equal and therefore unworthy of assistance.

VIII - As it has always been, so shall it always be. The Lextalionis shall be the model for undying justice by which all Sabbat shall abide.

IX - All Sabbat shall protect one another from the enemies of the sect. Personal enemies shall remain a personal responsibility, unless they undermine sect security.

X - All sect members shall protect Sabbat territory from all other powers.

XI - The spirit of freedom shall be the fundamental principle of the sect. All Sabbat shall expect and demand freedom from their leaders.

XII - The Ritus of Monomacy shall be used to settle disputes among all Sabbat.

XIII - All Sabbat shall support the Black Hand.

Addenda to the Code of Milan - anno December 21, 1933

XIV - All Sabbat have the right to monitor the behaviour and activities of their fellow sect members in order to maintain freedom and security.

XV - All Sabbat possess the right to call a council of their peers and immediate leaders.

XVI - All Sabbat shall act against sect members who use the powers and authority the Sabbat has given them for personal gain at the expense of the Sabbat. Action shall be taken only through accepted means, approved by a quorum of prisci.
